Purchase of extra lives frozen

Purchased extra moves to finish a level - it stopped on "waiting for a response from App Store." After 15 minutes ball was still spinning so I closed the game. When I reopened extra lives were there but it had closed the level. I purchased because I was offered the extra moves to finish the level, so I didn't get what I paid for. How can I give the moves back and get a refund?
