Double color bomb not breaking blockers?

This has happened a couple times now, most recently on level 1996. I get a double color bomb, switch it... and it destroys everything on the board except blockers. On level 1996, it ignores the marmalade-blocked ingredients on either corner.

This had previously happened in level 1993, and ignored the licorice-blocked ingredients.

It's really difficult to get this combo - especially on the current level (1996), and VERY frustrating to get it only for it not to behave as expected.

It is of course possible that this is intentional in order to force you to find more inventive ways to release the ingredients. The behaviour of combos can certainly be modified for individual levels so the possibility that this is a feature and not a bug cannot be ruled out.
