Can't play saga on my i-pad mini anymore. how many people play saga, and how many people are on level 2109

If you are using an older iPad then please see these two threads:

Some of the older phones and tablets can't run the game so this might be your issue.
I'm not sure if it's possible to find out how many people are on level 2109 or higher but I regularly see players discussing the higher levels in Candy Crush Saga. I suggest you check out some of the threads related to level 2109 to get an idea how many are playing it. Also YouTube can give you an idea - simply check for video on level 2109 and check for how many views it has.
