If that's an original iPad mini then it may no longer work as intended on there as it's not listed in the recommended devices: https://care.king.com/en/candy-crush-saga/loading-crashing-issues-ios
That doesn't mean it's a write off though as it is only a "recommended" list, try going through the suggested troubleshooting. Freeing up as much memory should help hopefully.

Unable to purchase
Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
