CC won't sync with Computer Level

Candy Crush on my mobile device  will not sync with my computer. I've tried every suggested and imaginable trick to fix this. It's been going on over a month. I don't know what to do. Please help!  I've deleted the app, downloaded again, restarted my phone, etc. I always get the message that I am synced, but I'm not. It wants to start me over at 1 and I am on like 391.
