I get 22 moves .. went to tips and tricks and it says the game has 35 moves ... went to utube and they get 40 moves in 1551 ... whats up with that ... why do I only get 22 ??

Good spot! Believe me this isn´t personal :-)
Check out this page here http://candycrush.wikia.com/wiki/Level_2551; apparently they changed the level objectives indeed!
