Why would you reduce the number of plays by a THIRD, and make this level impossible to pass? I thought this game was supposed to be fun.

Where did you get that ridiculous idea? Success costs and right here is where you start paying! (Oh, and it's not impossible - I've done it on the reduced moves - twice in fact - without boosters)!
