In-app purchase failed but still been charged

I purchased the 100 gold bars + boosters package on 10/09/17 using Windows 10 on a PC.  £12.39 was taken from my PayPal account via Microsoft Payments but I did not receive anything.  Transaction ID = 5XG014799K043683J / Invoice ID = Z20JB5S57GWG.  I can provide a screenshot showing that my Candy Crush account was not updated with this purchase.  Please advise.
