Items purchased not received but money taken from account

I PURCHASED 10 GOLD BARS TODAY AND THE .99 CENTS WAS TAKEN FROM MY ACCOUNT BUT NOT GOLD BARS WERE RECEIVED.  GOT MESSAGE THAT TRANACTION WAS HALTED BUT MONEY WAS TAKEN AND NO GOLD BARS.    THE Transaction ID:  1ED49036BY331935F

I purchased 15 gold bars purchase was successfully with money taken out of my account in the amount of 2.99, but my inventory shows zero. How do I get refunded.

Hi there, I purchased items, was said that my purchase was unsuccessful but 3 x $5.99 was taken out of my account.  I also did not receive my package deal I paid for. Where to now?  
I am not happy.
