Candy Crush 845 cannot be passed with just 13 moves. Looks like it used to have 20 moves. Please explain the change.

I have reached candy crush level 845 which has only 13 moves instead 20 moves. Please explain as I am not able to finish the level.
Impossible to break through in only 13 moves. When did this change?
