I've been at this level for about a week now, playing on 3 different devices and I'm not even getting close to the end .. the youtube videos all show 20 moves and none of the 4 layer icing that I've been presented with ! Any clues how to finish it ?

This is the reason why you have less moves: https://care.king.com/en/candy-crush-saga/level-changing-on-candy-crush-saga-not-getting-the-same-amount-of-moves-as-your-friends I have seen a lot of complaints here from the players regarding the number of moves for a specific level.
