Candy Crush saga Level 446 doesn’t have enough moves?

I’ve been stuck on this level for a few days and have some questions: 

why are there only 22 moves but the bombs have 25 moves before they explode? 

What difference is it to have the bombs in the level if you less move? 

I also googled this level and some results show there should be 35 moves to this level? Can you confirm a change was made to make the level more difficult or is this a glitch?

I have noticed recently that some levels are showing higher numbers than the number of moves which is a positive thing because then you don't need to concentrate on when the bombs will explode.  It might always have been 25 but the studio lowered the number of moves below the number on the bomb.  It works in your favor.
