The Chocolate Box is in the Test Group so we cannot say for sure that you will always find this feature.
The Fun Event menu returns when the game is regular. Probably no event is currently active for you so the menu is not available.

@Matricx1971 Hi and welcome, The chocolate box feature is a bonus feature, So this is not always guaranteed to be in your game. Bonus features are given to groups of randomly selected people, so this just means your not in that group at present but you could be again in the future. It could also be missing due to temporary problems
To make sure your getting the features available to you, check you game is up to date and log out and restart your device and then log back in
