I'm afraid no level would suffice. King doesn't encourage socialising between players. This very forum has only an informative purpose, and they never ask in advance. For example, they enforce new bad music and sounds, then ask whether we like them with no intention to do anything about feedback provided.

Your best bet is to get onto a 3rd party platform such as Facebook and find people to talk to. There are various Candy Crush groups. Majority of bigger ones are even worse than this forum though - they mostly post useless screenshots and don't care about their members.
