Hi, I’m frustrated because the fish go to the cake, but they don’t get rid of the right cake slices, they go to the areas of the cake that have already been done.
Is this a glitch or is this the way it was designed?

The fish's bug is always occured. For example, the fish can't eat frosting and etc (especially in collect these elements levels). But the fish is good at eating the jellies.
The fish I get seem to be allergic to any occupied squares, what gives?
Jelly fish only actively go after jelly and which jelly they will hit is random. Since cakes usually have jelly under them, and is not destroyed till the cake is, the fish will go after it but it is random as to which piece they will hit.
If there is no jelly the fish are completely random.
Don't rely on jelly fish outside of just getting jelly in unreachable areas.
This is happening to me too on level 475 it’s so frustrating it feels like a rigged game at the carnival that you can never win :(
