That reference you have a link for goes back to 2019. It is no longer a test feature.I'ts just King. Same reason ads appear on one device but not another. Not "glitches" - just to make the game harder.

Basicly it says it a test feature, that moves around in small groups of players to get the best result to implement this feature.
