Are all levels winnable without boosters?
No. King deliberately mislabels level difficulty. You will be on a level that you think is "normal" because King has advertised it as such. But in reality, it is a "nightmarishly hard" level. King does this to cause you to lose bonuses and break a winning streak and thus try to entice you into spending more money on more bonuses and powerups.
It's all a money grab. There are "normal" levels that give you 16 moves to win. But, the level is so hard ("nightmarishly") that eventually, they will offer (for a price) up to 65 extra moves to win the level.
Vety deceitful bunch at King.
I hope so but it takes a lot of tries sometimes.
