I completed it on my second attempt. The trick seems to be keeping the dispensers going at the top of the board. Every second turn they dispense a striped/wrapped combination. You have to use these in order to complete the level.

I have played this level many times and usually this is not one of the hardest to beat. I wonder if your level looks different. Please let us know if it is, a screenshot would be helpful.
