To add to my comment, you could also clear the frosting if you match your colour bomb with one of the candies just next to the white. So if on your screenshot you hit a purple candy with the colour bomb the purple in the middle will make the white single frosting in the middle go away. Those spaces with nothing are empty because the frosting is stopping anything from dropping down, including of course the dragon.
I can see from your screenshot that you have not cleared the path for the dragons to drop here. See those white frosting blocks below? It looks to me that the dragon will drop if you remove those. Try blasting those with striped candy. Hope this helps. Good luck.
