I have won at least 98 Coconut Wheels listed, and they are not appearing where I can use them. When I win them, they never show up. When I go to my inventory of all my Coconut Wheels, it tells me that I must purchase them with my gold bricks. WHY?

Since you are using a laptop, I have opened a dragon/ingredient level and took a screenshot to show you.
This is a dragon level. Do you see Cherries or the little dragons in your game?
But, if we have to clear Jelly or other items in our level, then, we will not see the Coconut Wheel! Instead, we will see a Jelly Fish or the "Lucky Candy" booster as pre-booster.
a) Collecting Dragons and Frosting (notice the pre-game booster)
b) Collecting Dragons along with clearing Jelly (the pre-game booster is the Jelly Fish)
As per the Rule --> It was not defined anywhere! But, when the Coconut Wheel is introduced into the game, then we have received a small description about it. It was a long long time ago... hence, I do not remember much!!

The issue with coconut wheels is that they can only be used on dragon levels. King won't offer them to be used on any other levels. They can't ever be used during a level only as a pre level booster. I hope this answers your question.
How does one know when they are on DRAGON-LEVELS? Where are those rules posted? I am on the 2390 level. If I can't use COCONUT WHEELS during a PRE-LEVEL booster, why am I allowed to WIN THEM? If I win them on a spin, I should be able to use them. Right now I have at least 110 Coconut wheels I can't use. I suggest KING not have them available to me on a SPIN if I can't use them. TAKE THEM OFF THE SPIN UNTIL I AM ON A PARTICULAR LEVEL. This is disappointing!
