In September 2019, you charged $1.99 from my Apple account. This is not the first time that I think that I did not allow it, but it is the first time that I know for sure that I did not allow it.
Are you sure about the date being 2019? Why are you posting about this NOW?
Any purchases charged to your Apple ID that you didn't make should be reported to Apple. Also I would suggest you review your security around your Apple ID and account. If you did not make the purchase someone else did, using your account.
