Yes, it took me nine tries and then the game gave me the right candies to pass this: Got the keys early and managed to create one or two striped candies to get all the chocolate in the top section and one or two at the bottom before using the UFOs to clear the rest of the bottom. I quite enjoyed this level actually. By the way the colour bomb was a timed booster from the daily treat machine and makes no difference whatsoever as to whether you pass or fail this level.
I'm not so sure it's about the number of moves really. The game is set up to either give you the candies you need or to hold you up. It's about what candies drop from the top. It's possible in 15 moves but only if the right candies drop to clear the keys early enough. Take any opportunity to make the keys drop and then clear them early on. Try to get some of the chocolate in the top section before using the UFOs so that these will go for the blockers at the bottom. This level is particularly obviously rigged. I just managed to get one frosting short on my seventh try. Will keep going and let you know when it lets me win.
