No, it is just King being the greedy beast. They enjoy kissing players off!
Of course it's legal! It's King's game: They can make whatever rules they like. The game is free to download and play. Nobody is forced to download the game or spend money on the game.

Once you purchase even a small amount with real $, you'll lose the ability to watch ads and also, possibly, other events.
It's sad, I know. Maybe in a few months your ads will return.
