Depends on which version you get, if you didn't get the tutorial one, windows app version, here is how it works.
Think of the frog as a candy of that color. Just make matches of 3+ with it. Once you have matched 6 candies with it you can click on it and select when it will land. Just click on the spot with the jelly and it will clear it out.
You can look up the level on youtube ie candycrush 531 if you need more info.
You likely won't see Mr Frog again for a loooooooooooooooooooooong time.
If you are on mobile most levels should like up with the youtube videos, if you are not, they can actually be slightly different.
