I installed the game on another cell phone and all my boosters continued and I had not deleted the game from the old cell phone, I only deleted it a few days later, so because the boosters were deleted, you can return them to me
Mostly likely. Boosters and such are stored locally so when you move phones the game data does not go with you.
That being said, if you still have the old phone and the game data/can recover it, there are ways to move it over to your new phone, thus recovering everything.
You are part of a very long list of people who have run into this issue.
