That is one question we will never know the answer to @chenamin.
It is easy to say that it is an attempt to force people to buy lives, but I don't think it is as simple as that. If they wanted more people to buy lives why bother giving us an 20 extra lives to use, or let us store 200 lives? If they wanted more people to buy lives they could easily have left everyone with just the five standard lives.
Money is definitely involved and personally I think the limit is there to reward those players that already spend money to play the game, and give them an advantage over those that want to play the game for free.
