why am I getting a message in the middle of the game on level 7233 that says “not enough order targets”?
Yep, it happened. It’s definitely frustrating when you are so close to win a streak or jackpots.
There are some levels that if I used boasters from the beginning I would lose because they destroyed everything too fast. I got one yesterday showing “oops” right at the beginning as “no possible switch available” or something. I guess all initial boosters from my winning streak somehow took most spots and leave no room for any moves or switches. I failed that level and lost the streak without even playing. For some levels, I was either too fast or too slow to destroy the chocolate mixers. It’s kind of fun to sort of calculate to make sure all orders are on the board.

The magic mixer creates some of the order here, so if you destroy it too early you won't have enough frosting. Check out this video. This level will be a balancing act between having enough to fulfil the order and getting swamped by blockers.
