"Nightmarishly Hard" doesn't even begin to describe this level.
128 jellies, 160 licorice swirls & 40 fish in only 16 moves. Seriously??

Thank you for the advice! I think you're definitely right about needing to start the game by collecting all the keys. I haven't been able to collect them all yet, but at least now I can use that strategy to hopefully beat this level! I'm so over being stuck in this hell!

I think you have to use the starting boosters to win this level in 16 moves.
On my starting board, I'm lucky to have a yellow stripe next to a color bomb. All the keys are yellow, which allows me to collect them right away by using that combo.
After unlocking all the bobbers, I use stripes and combos to hit them, producing fish that target licorice locks, twists, and jelly.
Using striped+wrapped combos next to the bobbers is the best way to spawn fish. Unfortunately, I didn't have much luck making them, and ended up in this position, one hammer away from winning:
I also came across a video of a player who won this level with starting boosters using the same strategy. In this video, the player had 19 moves, but only used 14 to win.
It's crucial to start with a color bomb and yellow special candy combo to collect the keys on your first or second move. Having both color bomb and striped/wrapped timed boosters running is probably the best option. You can obtain them by completing the first chocolate box, for example.
