There is no way to do this without lots of boosters and gold bars.

Thank you for reporting . For me, every Legendary Level always uses a booster or Gold Bar. It's impossible to play this level without a booster. I would suggest you give your feedback there, the level designers are keeping an eye on it and I hope they will take your feedback.
