3 times this level jas glitched with same problem.

This isn't a glitch. There are only 13 frostings on the starting board, but the order is 20. To complete the order, you must wait for the magic mixer to spawn the remaining seven. The error message indicates that you destroyed the magic mixer too soon.
Start by making moves away from the magic mixer and collect chocolate first. Count how many frostings you have on board and how many you still need. Once the mixer has spawned enough frosting, collect the remaining pieces.

Unable to purchase
