how do I get free party boosters?

I am sorry! It is not possible to earn Party Popper boosters without playing the game!
(1) If you are taking part in Candy Cup tournament, first 3 players (I think) are being rewarded with Party Popper Boosters;
(2) If you are not taking part in the Tournament but playing the regular game — each time you reach a milestone, you will receive 1 free Party Popper along with all other boosters (1 each)!
(3) Sometimes, there are special events in the game, where you will have to certain number of candies and one of the prizes will be Party Popper booster!
