i don't understand what this means. I have played multiple times, liberated all the keys and secured as many as 8 or 10 color bombs, but I still have not passed the level. What am I doing wrong?

On this level, you need to combine two color bombs.
There are two color bombs on your starting board locked up, so you need to remove the keys and drop the top color bomb onto the bottom one.
Now match those two color bombs together and the level is passed.
