Without boosters, it seems impossible. I have had a suspicion for a while now that when making the decision to reduce moves, King don't review the level in question and just go by the stats they collect. This level used to have 30 or so moves. Players with a win streak and/or starting boosters were probably getting a CB+yellow special relatively often and passing it with quite a few moves left (see the video above). This may have prompted King to reduce moves for everyone. That's my theory on this. This level has already been asked about several times.
It seems bizarre and unusual for a level to require the use of colour bomb in order to pass. Judging by @MannyFae 's comment this seems to be the case here: There is no way in the initial 4x4 grid for a colour bomb to form by "luck", so this level is impossible to pass without using boosters? Is this the first such level in the game, I wonder? I always thought all levels up to at least level 10,000 could at least mathematically be passed with no boosters. I can't see how 15 moves can be enough to pass this without boosters.

I think you need to use starting boosters, preferably all three. More so, you must be lucky enough to get a color bomb placed next to a YELLOW special candy by the game. All the keys are yellow, so a color bomb + yellow special candy combo will turn the keys into special candies and collect them in this way. This is crucial.
Once the bobbers are unlocked, use stripes and combos to generate fish that will target licorice locks, twists, and jelly. The best way to spawn fish is to create a striped and wrapped combo next to the bobbers.
Below is a video from a player who won this level with starting boosters using this strategy. In this video, the player had 19 moves, but only used 14 to win.
It's a must to get the keys on your first or second move. Having both timed color bomb and striped/wrapped boosters running is probably the best option. You can obtain them by completing the first chocolate box, for example.

I just checked on YouTube and all the videos I found are at least 2 year old! That would be the reason you found those videos with more moves.
I checked my game and you are right! With just 15 moves and too many complicated blockers, I don't see a quick win for this level - even if we use special boosters like a Party popper and UFO booster(s)!!
