I was able to pass it after I posted and watched @Johnny_Crush video @christinewupp . Now I am on the level after which is a legendary level. Thanks for advice.
You need a lucky board like this one:
This level will definitely be impossible without a lucky start, such as a colour bomb dropping as seen in the video. Definitely one to pass on your first attempt when you have win streak boosters and hopefully starting boosters. That is to way I recommend to approach legendary levels. If you don't you will have to wait a long time for a lucky board. If you can't get the keys early enough this will be impossible to pass. Once you have unlocked the lucky candies concentrate on the liquorice order first so that after that all lucky candies will turn to chocolate or fishes.
I got one chocolate short after I had the timed wrap/stripe and fish reward from the fishing boat:
Enough lives wasted on this one. It will probably let you pass eventually if you play the starting boosters. Ignore the chocolate warning and don't bother counting chocolate or letting it grow, try to hit as many special candies and special candy combos as you can to get to the keys and after that to get as many lucky candies to drop as possible.
