The level is meant to be played using the frog. First, feed the frog to make it glow. Move it to collect the key. This is the only key on this level, and those licorice chests in the bottom right hand corner cannot be unlocked. To get that gummi dragon, feed the frog again and place it in the empty space just above the last dragon, as shown below.
