where do I find helpful tips to get pass level 16983?
For once I would have to agree with Courtney on this one: We really don't know any helpful tips how to get past any specific legendary level like this one any more in this game.
Candy Crush has changed in the past twelve months and the game has become more and more obvious in its ways. There IS no way to pass a level like this one if the board the game has given you is a "fail" board. It is predetermined the moment your level opens, so there is nothing anyone can do to help. King can send you a lucky board. Maybe they will if the Community gods register your post, feel kind and also know your game account. But there is nothing us players can do advise you here: There is only one possible opening move. After that it all depends on what candies the game cares to drop from the top: The game plays us and all we are is puppets.
There is no strategy except wait for a lucky board, and if you get one make sure you don't miss any chances to make special candy combos.
Or play a few party poppers.
Or wait until the game offers you 255 extra moves and then pay 10 gold bars.
