Why can't I get 3 stars on these levels even when I purchase $100 worth of extra candy and lives. I get why you would not with normal lives but I find it unfair for folks that purchase extra candies/lives to not be able to achieve 3 stars.
It may well be that these specific levels have been changed to such a degree that it is no longer possible to achieve 3 stars. King are changing levels all the time and my best guess would be that these changes do not in any way take into account stars any more. Stars are of no relevance to the gameplay of nearly every player of this game. The game is written around players passing levels, lots of levels. For the vast majority of players passing a level is all they desire and what they will part with their money for. That is why my guess would be that King's algorithms do not take into account any more if 3 stars can be achieved or not. There aren't enough players who care about that.
If getting three stars on a level keeps the game interesting for you then don't give up on it just yet. I'm one of those few people that tries to get three stars and then sugar stars on my old levels. Just bashing candies to pass a level doesn't make the game interesting enough for me. I don't use boosters or spend gold bars or money to pass an old level and that makes it a challenge. Eventually, King will probably remove the stars like they did with friends' scores and now even your own score on levels but until that happens I will continue to try to improve my star counts.
