I’m having trouble with level 6972. 23 moves and 24 dragons. Even when you clear everything…. 1 dragon left. This is impossible.

If yours has only 23 moves, it's indeed impossible. Every now and then King give some players test versions of levels with reduced moves apparently to see if this will make them pay to pass. This can sometimes lead to the appearance of mathematically impossible levels like this one. You should report this to Player Support.
It's best to contact Support via the game app. Open the game and go to the settings menu (cogwheel icon). There tap the '?' icon, then select New Levels/Level Help. Choose any of the topics there and scroll down until you see 'Contact Us' at the bottom. You will receive an automated email at first. Reply to that email and explain your problem, include a screenshot if possible.
Please do contact Support about this @mikaormy. With the recent change in fish mechanic, many levels have had their moves count reduced because the new fish supposedly make levels easier to pass. This level is truly impossible, so please reach out to Support and let them know.
