Forming fish question

Hi all,
I started playing after a long while as my wife started playing CC as well and noticed something that I do not recall. On my high level account I cannot form fish when doing squares. However on my wifes (new account) she is able to do so. Any reason why?

It is a test King is doing to potentially change the way fish work. Generally a lot of the tests are on the newer accounts since they have to redo some levels for the new fish mechanic to not be a broken mess.
Basically it is 3 dumb fish vs 1 (3 if you match 2 fish together) smart fish.
