In order to get through the three final knockout rounds players will have to be able to crush fast, I reckon 3 or 4 episodes per hour. This is the same for players at all levels and will yield roughly similar scores for players at all levels. Players at all level ranges of Candy Crush play on similar terms and will have to do the same to get to the final round, it really does not matter which level range you are at. It will cost players a lot of boosters and gold bars to play this fast, whichever level range they are at.
For All Stars (and for most of the other smaller in-game tournaments), everyone is competing together. There is no distinction on levels in the group you are playing against in any given stage. You are likely to be competing with people who just started a few weeks ago as well as people who are all the way at the end of the map, and many others in between. No distinction based on what level you are on.

No, the only measure is the number of purple candies you collect. @christinewupp did some research and discovered that the number of purple candies per level tends to be highest for those in the 6000-9000 level range, so this is the "sweet spot" to be in terms of levels to maximize your results. It is also possible it might be good to be at the very end of the map and using the Star Tournament levels, but that is merely a theory which hasn't been very well tested yet. It is a disadvantage to be at the highest levels, but not at the end of the map, since the levels 17,000+ are quite difficult to clear and require more than just a party booster to clear in many cases, and do not accumulate purple candies as quickly. Probably starting the tournament around level 5000 is close to optimal.
