Level 8653 # of moves changed?

When looking up player recordings of this level, they start with between 25 and 30 moves on level 8653, but my level starts with 15 moves. With NINE skull candies this is legit impossible. Is this a glitch or they’ve actually halved the number of moves?????????

Also it’s glitchy with the new fish update because they don’t go for the waffles because the waffles aren’t connected to the level goal (rainbow candies) 😭😭 So they just go to random candies. This glitch happens on all levels with fish. How can I submit a support ticket??
