Level 6687 - impossible

So I don’t have gold bars or any special candies prior to going into this level so I would need to purchase and I don’t want to spend real money. However, how do you pass this level?
It’s an order level but there aren’t enough waffles to be able to complete. They only get dropped every 3 turns so there will never be enough unless you’re super duper exceptionally lucky and one drops after your last go and you some how are able to get colour combinations right next to it.

You are right, this level is impossible to complete in 22 moves. One 3-layer toffee swirl is dropped every other move, which makes only 33 toffees available in 22 moves, and you need 34. Even if you manage to collect the last toffee on your last move, you will still be left one short. The only way to win this level is to start with a lucky candy booster that will spawn more toffees.

Below is a thread from some time ago that discusses this level. As you can see, it's still not fixed.
