How to get pass level 3469
This used to be level 3470. I found a video of it (22 moves to start with, completed with two moves remaining).

Looks like a typical level that requires a board that will just give you enough color bomb combos. The starting board has two color bombs and a stripe dispensers just above them, and a conveyor belt setup that in theory allows you to make a color bomb + stripe combo, but in practice, the moves count is just too low for such maneuvers.You just have to rely on a lucky board that will give you those combos on a platter.
It's possible that they changed the fish once more in the latest update.
Hello again. I would recommend playing all three starting boosters. This gives the chance of a double colour bomb combo or a colour bomb stripe or wrap combo with the colour bombs already on the initial board. For me the double colour bomb combo did not work at all but when I had a colour bomb + stripe combo on my initial board I got lucky with lots more chances to create my own striped candies with which I could destroy the mixers early. Try to line these stripes up to hit the mixers. Do not use a UFO if the first two dragons are at the bottom of the conveyor belt : I tried this and it’s useless since the next two drop down the middle. You have to destroy the mixers and blockers in the middle to pass. I never got more than the initial coconut wheel except for my lucky board when I got one more near the end to help pass. The jelly fishes are completely useless and neither attack the mixers nor the blockers beneath the dragons.
I can’t post any more screenshots today as I’m on mobile. I don’t recognise this level. Does anyone know if there is a video and if this is new or moved from elsewhere? @Johnny_Crush, @MannyFae

I note that this level has been altered since I played it just a week ago. The AI that changes the levels seems to be experimenting with this one and has made it awful to pass. But I suspect there will be a lucky board in there somewhere, so do what you can. Make whatever moves are possible here and maybe the game will eventually give you some luck. The algorithms decide if you will pass or fail, so if there is no good move on your first three or four moves then you stand no chance of passing this board. I am not sure this version of the level is sustainable. It's probably not been properly tested. I am being swamped by the blockers from the magic mixers. This level is clearly only possible to pass if you get a lucky board that will allow you to create a double colour bomb combo, or if you play a party popper right at the beginning. This is my judgement looking at it and playing it just the once. I will try it out later when I have the time to see if I get lucky. But probably you'll have to pay your way out of this one for now.
