If I completely delete my CandyCrush account and start over to level 1, will I be able to participate in All Stars next year?

But consider the following.
Allows you to keep most of your inventory (your current Pin Collection, Gold Bars, Charms, Boosters, friend list, and others), while resetting your progress back to Level 1 and slightly increasing the difficulty. The Star Tournament will remain accessible from the Events tab.
I don't see why not, if you live in one of the participating countries and otherwise King don't see your new account as "suspicious". My guess is that all of this year's winners did exactly that. I doubt any of their accounts were older than one year.
