Hello, I am having continuous issues with this level. I will buy gold bars to pass the level and as soon as the level is about to be passed it kicks me out or says I don’t have enough moves. See attached.

Thanks. In fact I found that the main problem with the fish was that they destroy the mixers. As we found out the chocolate directly from the mixers does no harm to the blues. Destroying the mixers too early on this level while at the same time having reduced the depth of the chocolate seems to cause the most problems. After destroying the mixers you may not have much chocolate left, but that is actually the danger: the less there is the less chance of hitting it, which of course would stop it growing that turn. So players then concentrate on hitting the frosting and a move that removes frosting but fails to hit any chocolate might immediately free a blue and at the same time the chocolate may spread onto that blue. This seems to be the mechanics to get the oops.

Thanks for testing and for a very detailed description of its mechanics; it makes for an interesting read. I've been wondering why there were apparently no reports about this level when it first came out, but now it's becoming problematic. It might be that the fish are indeed responsible for this as they target dark chocolate and can possibly reduce it to a single layer, causing it to spread.
Personally I like this level as it is and would hope it will be left alone.

Yeah this feels like an intended part of the gameplay, it reminds me of the rare levels where chocolate has to be spread to fulfil order lock requirements.

The former is still true, chocolate still avoids consuming special candies (but this doesn't apply to regular candies that are part of the order). I doubt the algorithm intentionally spread dark chocolate on the blue candies, though; I suspect the algorithm hasn't really figured out chocolate yet. As can be seen in this video, the dark chocolate did not immediately consume a blue candy when it had the opportunity to, though it did so on the second move.
I have played this level multiple times now. I am now leaning towards it not being a glitch as such as it probably does seem to be part of the programming. I started off with a cluster of attempts when I was able to recreate the oops by playing strong boosters early on but after a while I was unable to do so. This exercise has told me more about how the game controls the outcome of a level than what exactly causes the chocolate to eat a blue candy. There are definitely variations in the algorithms which will make sure the oops is avoided no matter what moves the player makes, so this level is probably fine as it is. It is easy for a player who understands the mechanics to avoid the oops in any attempt, and the game will also make sure that players who do not understand the mechanics will eventually get boards that avoid the oops. So in this respect it is no different from any other legendary level.
As for the mechanics I suspect a double super charger plus help from jelly fish may well both destroy the mixers and reduce the chocolate to a single layer. But it can also happen if we play no boosters at all. Sometimes the chocolate spreads behind a crystal candy, which makes it more dangerous but just as easy for it to spread out. As you pointed out to me recently @MannyFae dark chocolate will only grow to the depth of the largest piece present, so that is probably why the super charger and the jelly fish are now causing these problems. When the level was first created the chocolate probably would never be reduced to just single layers and therefore would not have spread sideways. But in my tests this did happen quite often. On one occasion I got the oops there were multiple choices of spread but the chocolate went straight for the blue. I remember that in the old days chocolate would only spread over our special candies if that was the only choice. In this case the spread is indiscriminate or perhaps even deliberately targeting the candy we need to collect.

Thanks for clearing that up. I guess there are so few levels where this might occur, especially now that there are so few chocolate levels left, I didn't realise this was the programming. The magic mixer issue is particularly interesting so thanks for pointing this out @vladivostockcity. I am often wrong in my assumptions and am always happy to be corrected if I am wrong about something!
I'll give the level a few tries to see just how common this error is.
Blue candies that get covered by dark chocolate spewed by the magic mixer still count towards the order; however, blue candies that get covered by dark chocolate naturally spreading do not. Hope that clears things up.

When chocolate spreads, only the keys are considered collected; regular candies are not. The behavior of the chocolate spewed out by the magic mixer is different, and whatever it replaces is counted.
If it's impossible or extremely challenging to prevent the chocolate from covering the blue candies on this particular level, it should be reported. But the game mechanic has always been the same and isn't broken.
I had thought the same @vladivostockcity but I am not convinced. Your illustration is great and the explanation that spreading chocolate behaves differently from that from the mixers explains why when I tested this level out I found that blues covered by chocolate did count. But this goes against the rules of Candy Crush and should still be reported as a glitch. If an order or any candy or blocker is removed by chocolate it always used to count as being destroyed and hence should be counted! I remember levels which relied on chocolate eating keys to free them. All I remember is that if chocolate consumed a lucky candy before it was cracked to reveal what was in it, then some levels used to be impossible to pass because of that. But this is very different. And the New Candy Crush just doesn't function like this any more. Players are now meant to bash through all the blockers wildly with super chargers and all armoury at their disposal, so this is a glitch.
As you seem to understand programming, any idea how this can be solved so that the order swallowed by chocolate does count?

The error happens when the dark chocolate consumes the blue candies, which you need for the order requirements.
To prove my hypothesis I decided to make a test level:
The dark chocolate eats up a blue candy:
And I get the error
I noticed that there are magic mixers that spawn dark chocolate on level 18133. Blue candies that get covered by dark chocolate spewed by the magic mixer still count towards the order; however, blue candies that get covered by dark chocolate naturally spreading do not. Hope that clears things up.
Hello @Bobby909 I have read another post like yours and you might be right that there is an issue with this level. I also had this screen pop up when I tried the level out recently and could not figure out why this was. I would advise you keep trying the level. I played it several times and only saw the glitch once. I cannot say what brings this on, but for me it happened when I played a UFO early on, so maybe avoid doing that.
