In the past two days I used 10 credits (twice) to continue a game to be rewarded 40 minutes free play. The last level that this happened on was 15241. Both times I passed the level however I never received the 40 minutes free play.

If the objective is to get you to use more boosters/buy gold then removing the 20-min free lives will no longer achieve this.
I was happy to use a few boosters to get the extra lives as it seemed a good deal but I won’t bother in future.
I noticed this the other day after I had already used bars to pay for the train. Now I have timed unlimited fish instead of free time. Who cares about fish?? You can make fish in the game. Also, it makes no sense, I mainly go ahead and pay for the train so I have the timed blaster thing. If I only have 1 or 2 lives left, I'm not going to use my gold for the train and then run out of lives and still have blaster time left, it's a waste of gold bars then.
I lost the 20 mins worth of lives today on Express Delivery success - it was replaced with a timed switch. Yet another slap in the face
When the train appears for you next time @Crusher1215, check it carefully.
For some people the Express Delivery train no longer includes the unlimited lives and instead just provides three unlimited boosters.

I can't going in to my score
this level requires 40 yellow candies to pass, but none fall onto the board. I’ve restarted and updated my phone, cleared the cache, etc.
No yellow candies appear and the level cannot be passed
