That is normal for any game that is designed to make money for the creators and to be played for fun. I'm thinking of console games, board games, and a whole lot of other apps that have in game purchases. Why would you think Candy Crush should be any different? We pay to have fun. We pay the company to make the game, keep the game going, create new levels. If it's not fun then don't pay anything and don't bother to play.
