The lives in your envelope are those gifted to you by friends. You can use a maximum of 20 of those in one day. Once you exceed this limit the remainder will get stored for another day.
The timer you see to wait for your next life is unrelated to this. It follows the clock on your device and when half an hour has passed you get one more life added to show up at the top of the map, up to a limit of 5 lives, which then will mean your lives are "full".
