Apparently a lot of poor souls wasted all their efforts for nothing.

For the gold you have to pass 1620 levels. You would get one pinata per set, so that is one party popper for passing 180 levels.
Edit: In fact the number of party poppers you get goes up. For example for set no.6 I get three.
