It is possible to move the frog from under the dragon @Betsybop

The frog is locked up and only can be fed with a color bomb (match a color bomb with a candy of the same color as the frog). Here I have a color bomb and my frog is purple, so I match the color bomb with a purple candy.

Now my frog is glowing.

Now I tap on the frog and see a message saying 'Pick my landing square' at the top of my screen.

I tapped on a square in the middle of the board, and the frog jumped and landed there, clearing the way for the dragon to drop through the portal.

If I had enough moves left to remove the last two toffees blocking the portal in the bottom middle, I would have won.

To solve level 7641, do this:

You need a color bomb. Either open one of the licorice shells to get a color bomb or start the level with a color bomb.
Match that color bomb with a candy of the same color as the frog. This should make it big and glowing.
Once the frog glows, tap on it, then tap on another spot on the board. The frog will jump there and unblock the dragon.

On level 7641, you have to free the baby dragons by guiding them into the exit at the bottom of the screen. Are you having any trouble?
